Port of Houston Authority sponsors several pension and benefit plans intended to provide benefits to eligible former employees and eligible dependents, including:
- Port of Houston Authority Restated Retirement Plan, a defined benefit plan, referred to as the “Pension Plan”,
- Port of Houston Authority Defined Contribution Plan, referred to as the “DC Plan” or “401(a) Plan”, and
- Port of Houston Authority OPEB Trust, an irrevocable trust established for other post-employment benefits (“OPEB”) such as retiree health care and life insurance benefits.
The Port Authority has taken proactive steps to ensure that its pension and benefit plans are adequately funded, by committing to fund the Annual Required Contribution (“ARC”) as calculated in accordance with actuarial principles.
The Port Authority’s retirement plans are subject to various statutory reporting requirements. In compliance with provisions specified in Texas Government Code, Chapters 801 and 802, the Port Authority submits reports to the Texas Pension Review Board, and is pleased to make such information available to the general public.

For Fiscal Year 2016, the Pension Plan was well-funded, with a funded ratio of assets to liabilities at 92.4%.
The Port Authority has committed to funding at least 100% of the Annual Required Contribution (ARC) amount, as calculated by its actuary. The figures shown above are as a percentage of covered payroll.
