Hazardous Documentation Requests

Port Houston uses a paperless hazardous pre-advise system for both of our container terminals. Hazardous documents from the driver, at the gate, will not be accepted.

Please note class 1.4 explosive cargo will not be allowed on the terminal (per the tariff) until the day of the vessels arrival. Also, radioactive material (class 7) must meet shipping and handling requirements and will only be accepted after documents have been submitted and approved by the PHA Fire Chief. 

  1. During the booking process, steamship lines will advise shippers of the Port Authority’s hazardous materials pre-advise requirements.
  2. Shippers, forwarders, steamship lines, or truckers will email the required hazardous documents to hazpro@poha.com 24 hours prior to container arrival at the terminal. The documents must be of PDF format.
  3. Port Houston’s Hazardous Team will review the email attachments and:
  • Check the documents to ensure that all requirements meet USCG regulations.
  • Check for booking number, container number, verify hazardous details and emergency contact information.
  • If proper documentation was received, a Hazardous pre-advise will be created in N4.
  • The PHA coordinator will then upload the emailed hazardous document(s) to the Container record in N4 where the unit T-State will be changed to “INBOUND”.
  • Once uploaded, the documents will be available to all users via LYNX/N4
  • If the documents are incomplete, the coordinator will reply by highlighting the problems/discrepancies.
  • When all problems/discrepancies are corrected and the hazardous documents returned via hazpro@poha.com, the above process will be executed.
  1. When the container arrives to the terminal:
  • Driver will choose any lane at the Inbound canopy
  • Pick up the phone and wait for a coordinator to respond in the order the trucks arrived.
  • When on line, the coordinator will have a dialogue which includes questions for your Transaction.
  • The booking must be correct for N4 to recognize and match the pre-advise information.
  • Placards will be visually checked and confirmed.
  • If all is in order, the driver will be printed a drop off ticket
  • If the container is not pre-advised, the load will be rejected and a trouble ticket will be printed.
  • If Placards are missing, unexpected placards applied to the unit/s or placards are damaged, the driver will also receive a trouble ticket.
