Small Business Application

Enrollment in the Small Business Development Program requires that your firm submit an application attesting to its eligibility for the program and that the Policy and Procedures for the Small Business Development Program have been read.  You may complete the application online through the link provided below. A company must meet the following criteria:

(1) federal guidelines for size
(2) net worth of owner must be below $1.32 million
(3) be located in one of the eight counties surrounding Houston (Harris, Montgomery, Waller, Ft. Bend, Brazoria, Galveston, Chambers, or Liberty)
(4) register as a vendor in the BuySpeed e-Procurement system

Online application – Login to our small business compliance system portal. In the portal, you can also register and view upcoming Port Houston small business events and search our small business directory.
