Jessica Shaver is the Chief Administrative Officer at Port Houston, a senior executive role she assumed after serving nine years as the organization’s Chief People Officer. In this position, she oversees strategic and regulatory operations, leading a cross-functional portfolio that encompasses human resources, corporate strategy, information technology, port security, and administrative services. Her work supports operational excellence, regulatory compliance, and long-term organizational alignment.
Shaver has more than a two decades of experience in the transportation and maritime sectors, with a strong track record in strategic planning, executive alignment, and organizational effectiveness. She joined Port Houston in 2013 and previously held key roles including Director of Corporate Strategy and Chief of Staff, where she led people operations and drove cultural initiatives centered on inclusion, engagement, and performance.
Prior to her time at the Port, Shaver worked in finance at CSX Corporation in Jacksonville, Florida, where she developed a deep understanding of the business side of transportation. Her career reflects a steady rise through leadership roles marked by collaboration, cross-functional integration, and a commitment to excellence in public service.
She holds both a Bachelor of Science and a Master of Business Administration from the University of Florida. Shaver lives in Houston’s Heights neighborhood with her husband Ben and their two sons.
