Notice: June, 26 2025, 11:00 AM: Reefer Import Dwell Fee Updates

To allow additional time for system integration and testing to ensure a seamless implementation, the Reefer Import Dwell Fee will go into effect starting August 1, 2025. Excessive Import Dwell Fees will be implemented for loaded refrigerated (reefer) import containers. These fees will apply after the expiration of free time, including days when the terminal truck gates are closed due to scheduled terminal closures.

Refrigerated cargo is particularly sensitive to extended dwell times, which can add cost and delay into the supply chain. To promote container fluidity and support optimal terminal service levels to all partners, Port Houston is implementing the Excessive Import Dwell Fee structure for reefers as follows:

Reefer Excessive Import Dwell Fee Schedule (After Expiration of Free Time):

1-3 Gate Days: $51.60 per day
4-7 Gate Days: $77.40 per day
8-13 Gate Days $ 103.20 per day
14+ Gate days: $154.80 per day
