Clean Ports Program

ABOUT

The U.S. Environmental Protection Agency (EPA) selected Port Houston to receive a nearly $3 million climate and air quality planning grant through EPA’s Clean Ports Program (CPP).

Port Houston’s CPP grant application is named PORT SHIFT (Ports Optimizing Resilient Transportation through Sustainable, Human, Innovative, and Forward-looking Technology) and is designed to be a comprehensive program of specific initiatives to accelerate the adoption of cleaner technology and support resiliency planning.

So far, seven (7) workstreams have been initiated from the PORT SHIFT Program. It is anticipated that workstream implementation will span across the next few years, depending on the scope of each initiative.

CPP WORKSTREAMS STATUS

Scope of work:

  • Undertake a GHG emissions inventory of Port Houston’s operations and value chain.
  • Identify relevant sources of GHG emissions so specific decarbonization/cleaner air initiatives can be prioritized.

Progress:

Q2 2026

  • Inventory data collection commenced and is focused on calendar years 2024 and 2025.
  • As part of our data collection efforts, outreach to Port Houston tenants was initiated.

Q3 2026

  • GHG inventory consultant plans to further analyze port-wide and tenant-related 2024 and 2025 data aiming to develop draft GHG inventory.

Planned Stakeholder Engagement:

Q2 2026

  • Virtual information sessions were held with stakeholders to communicate objectives, methodologies and progress.
  • Virtual information sessions were held with Port tenants to communicate objectives, methodologies and information needed.

Q4 2026

  • Virtual information sessions are planned for stakeholders and tenants to communicate GHG inventory findings, recommendations and next steps.

Scope of work:

  • Engage Port Houston staff on observed organizational hazards/vulnerabilities/risks/impacts to inform our resiliency planning.
  • Build shared organizational knowledge about what resilience means for Port Houston and how the Port can collectively achieve it.
  • Develop a resilience action plan for Port Houston that would inform a long-range strategy for how the Port anticipates and adapts to weather-related, operational, and systemic risks.

Progress:

Q2 2026

  • Resilience Action Plan consultant collected organizational resilience planning information on observed hazards/vulnerabilities/risks/impacts relating to our port operations and infrastructure.

Q3 2026

  • Resilience Action Plan consultant plans to undertake scenario analysis to identify short-, medium- and long-term climate hazards that could potentially impact our facilities and assets.

Planned Stakeholder Engagement:

Q2 2026

  • Vulnerability assessment workshops conducted for the Barbours Cut, Bayport and Turning Basin Terminals.
  • Vulnerability assessment workshop conducted for Channel Infrastructure.

Q3-Q4 2026

  • Resilience Action Plan employee education series planned for September, October and November.

Scope of work:

  • Conduct a truck route analysis that will assess the effects of drayage and container truck routes accessing Port Houston terminal facilities, with a focus on near-port communities.
  • The objective is to identify and quantify truck volumes, cut-through patterns, related community burdens, and then develop actionable recommendations.

Progress:

Q2 2026

  • Truck Route Analysis consultant collected traffic count data through various sources including a site visit, multiple traffic counts, telematics data, state and federal mobility statistics, and stakeholder/resident input.

Q3 2026

  • Traffic Route Analysis consultant plans to continue with their data collection and analysis focusing on truck parking/staging, truck driver engagement, and local government alignment.

Scope of work:

  • Establish trucking industry collaborative to facilitate discussion on transitioning local drayage companies to cleaner operations.
  • Explore truck technologies, operational efficiencies, and industry partnerships to achieve decarbonization/cleaner air goals.
  • Identify current barriers to truck replacement and develop strategies needed to transition trucks.

  • Trucking industry collaborative established.
  • Inaugural trucking industry collaborative meeting was held.

Q2 2026

  • A series of focused working group sessions were held.
  • Second trucking industry collaborative meeting was held.

Q3 2026

  • Trucking Industry Collaborative consultant plans to continue with focused working group sessions and organize final trucking industry collaborative meeting to present final roadmap and action plan.

Scope of work:

  • PHPME is a non-profit organization designed to inform and educate youth and young adults about maritime career opportunities in: (1) Ports Operations & Logistics; (2) Mariner & Sea-Going; (3) Cruise Ships & Recreational Boating; and (4) Shipbuilding & Ship Repair​.
  • Develop a PHPME website to support our regional maritime education, career exploration, and workforce development initiatives.

Progress and Stakeholder Engagement:

Q1 2026

  • PHPME Website Development consultant started working with Port Houston staff to design website.

Q2 2026

  • PHPME Website Development moved from design-to-development, and included the following benchmarks:
    • Wireframe template was developed, and user-testing successfully completed.
    • Initial website mock-up was presented, and design systems were approved.
    • Consultant and Port Houston team collaborated on web content and support materials like blog posts, articles, FAQs, and resources that guide potential students, parents, teachers, and industry partners through multiple stages of their journey.

Q3 2026

  • Anticipate PHPME Website will be completed and go live.

Scope of work:

  • Collaborate with community, maritime, and industrial stakeholders to obtain feedback on the various CPP workstreams and Port Houston initiatives.
  • Conduct meaningful stakeholder engagement to meet the goals of the CPP.

Progress:

H2 2025

  • Industry engagement with select Houston Ship Channel companies was completed as part of this CPP grant. This engagement process assessed corporate social responsibility priorities of industry along the Houston Ship Channel, which informed Port Houston’s Anchored in Action. The Anchored in Action initiative is a community investment plan developed by Port Houston to better coordinate community investments and volunteer efforts amongst Houston Ship Channel industry to maximize collective impact and benefit the communities in a meaningful way.

Q1-Q2 2026

  • Provided CPP updates to the Port Commission Community Advisory Council (PCCAC).
  • Provided CPP updates to the Healthy Port Communities Coalition (HPCC).

Planned Stakeholder Engagement:

  • As detailed on this webpage, stakeholder engagement activities have and will continue to be planned for the various CPP workstreams.
  • Port Houston has and will continue to provide regular CPP updates to the PCCAC. The PCCAC is comprised of 18 members representing communities along the Houston Ship Channel and various special interest groups.
  • Port Houston has and will continue to provide regular CPP updates to the HPCC. The HPCC is a coalition of non-profit, community and environmental organizations that advocate for protecting public health and safety in communities impacted by the Houston Ship Channel.

Scope of work:

  • Identify and analyze suitable equipment options based on operational needs, budget, and decarbonization/cleaner air goals.
  • Develop terminal-specific equipment roadmaps to transition Barbours Cut, Bayport and Turning Basin terminals to cleaner operations.

Progress:

Q1 2026

  • Port Equipment Transition Assessment consultant started to work with Port Houston staff to collect and analyze information to develop a comprehensive port equipment inventory.

Q2 2026

  • Draft port equipment inventory completed.

Q3 2026

  • Port Equipment Transition Assessment consultant plans to finalize port equipment inventory and undertake research on compatible equipment replacement options.

Planned Stakeholder Engagement:

  • Virtual information sessions are planned periodically throughout the duration of this initiative to communicate progress.
  • Information sessions will communicate objectives, methodologies, findings, and recommendations.
  • Anticipate first information session will be in Q3-Q4 2026 once port equipment inventory and compatible equipment replacement study has been completed.
