Port Houston Operations Update: USMX – ILA Pending Work Stoppage

The existing contract between the International Longshoremen’s Association (ILA) and the United States Maritime Alliance (USMX) expires at midnight on Monday, September 30 and we are preparing for a potential work stoppage on October 1st. In the days leading up to September 30th, we expect normal business operations. If there is a work stoppage, Port Houston container terminal gates will be closed.

We will provide daily updates and share the latest information on our website as the situation develops. Please see below for additional details regarding our container terminal operations.

Friday, September 27

  • Standard Hours – 6 am -7 pm, ingate close at 6 pm
  • No reefers after 5 pm

Saturday, September 28

  • Extended Hours – 8 am -5 pm, ingate close at 4 pm
  • No reefers/Out of Gauge
  • Empty Yards will match our hours
  • Please confirm LFD/Cutoffs with the SSL
  • Port Houston Customer Service will be available

Monday, September 30

  • Standard Hours – 6 am -7 pm, ingate close at 6 pm
  • No reefers after 5 pm
  • Vessel ops will conclude by 7 pm

Reefer Units: Reefers may be received until 5 pm September 30th,. All reefer units will remain connected to power throughout any work stoppage – Please contact the ocean carriers for monitoring capabilities.

Hazardous Units: Hazardous may be received until 6 pm September 30th,. Please ensure the unit is pre-advised before returning to the terminal to avoid delays.

Rail: There will be no train departures after September 29th.

Storage: Port Houston will not charge the ocean carriers storage on days the terminal gates are closed. Please reach out to the ocean carrier directly for free-time inquiries.

General Cargo/Multipurpose Facilities:

ILA-supported public general cargo/multi-purpose facilities are expected to be impacted by the work stoppage.

Port Houston Operations Update – USMX – ILA Pending Work Stoppage

At this time Port Houston is preparing for a potential work stoppage of all ILA-related activity at its public terminals starting on Tuesday, October 1. The USMX-ILA master contract is scheduled to expire at midnight on Monday, September 30. Port Houston is not involved in the contract negotiations or discussions.

In the days leading up to September 30, we expect normal business operations. If parties fail to reach an agreement, a potential strike could impact operations starting on Tuesday, October 1. In addition to the container terminals, the ILA-supported public general cargo/multi-purpose facilities would be impacted.

During a strike, we will continue with maintenance and provide other support services to our customers. Following the work stoppage, operations will resume, and we are committed to ensuring a quick and smooth recovery for everyone.

NOTICE: Monday, September 23, 2024 Container Terminal Update

Extended Gate Hours 

Bayport and Barbours Cut container terminals will have extended hours on Saturday, Sept. 28th. 2024.

Please see the gate hours listed below:

Saturday, September 28th, 2024: 8:00 AM – 5:00 PM (Ingate closes at 4:00 PM)

Important Notes:

  • Empty Yards will be open
  • Port Houston Customer Service will be available
  • Please confirm LFD/Cutoffs with the SSL
  • No OOG/Reefers

NOTICE: Friday, September 20, 2024 Port Houston Statement: USMX-ILA Possible Work Stoppage

Port Houston is not involved in the contract negotiations or discussions concerning the USMX—ILA master contract, which is scheduled to expire at midnight on Monday, September 30.

NOTICE: Wednesday, September 18, 2024 Container Terminal Update

We’ve received many inquiries regarding the potential work stoppage, and we understand your concerns. Please know that we remain committed to supporting our partners during this time. While the information we have is limited, we want to share what we know so far:

  • The USMX – ILA master contract expires at midnight on September 30th, 2024.
  • A work stoppage is expected on October 1st, 2024 if negotiations fail to reach an agreement.
  • The container terminals will receive export cargo through Monday, September 30th, we plan to work vessels and gates until 7 pm.
  • If a window is set to open on Monday, September 30th the cargo will be allowed to ingate until the gate closes at 6 pm. Receiving windows for vessels working after September 30th will be impacted, please be sure to monitor the vessel schedules/ERD/Cutoffs
  • We encourage imports to be picked up as soon as possible, anything in the yard after 7 pm on September 30th, 2024, will be unavailable until the work stoppage ends. On the days the container terminal gates are closed, storage to the line and Import Dwell Fee will not apply.
  • If the risk of a work stoppage remains during the week of September 23rd, Port Houston will evaluate the need for additional gate hours. We do plan to offer a Saturday Gate on September 28th, 2024. Please look for confirmations early next week.
  • In the event of a work stoppage, we will consider extended gate hours once operations resume to ensure a quick and smooth recovery for everyone.

Leading up to September 30th, we expect normal business operations. We will continue to monitor the situation closely and provide updates as we receive more information. Thank you for your patience.
